The foundations for a strategic foundation

The Terrassa Urban Agenda and its Action Plan are structured in 10 major blocks, in accordance with the Spanish Urban Agenda:

1. Territory

To organize the territory and make a rational use of the land, to conserve and protect it.

2. City and demographics

Avoid urban sprawl and revitalize the existing city.

3. Climate change and resilience.

Prevent and reduce the impacts of climate change and improve resilience.

4. Sustainability and environment.

Sustainable management of resources and promotion of the circular economy.

5. Sustainable mobility

Promote proximity and sustainable mobility.

6. Social cohesion.

Promote social cohesion and seek equity.

7. Economy.

Boost and promote the city’s economy and the creation of jobs and opportunities.

8. Housing.

Ensuring access to housing.

9. Digitization.

Leading and promoting digital innovation.

10. Improving democracy.

Improve intervention and governance instruments.

With regard to the strategic framework, the process of preparing, defining and drawing up the Terrassa Urban Agenda and the Action Plan is based mainly on the following sources:

Mandate of the Municipal Plenary

The mandate of the Municipal Plenary, expressed in its unanimous agreement of March 2021, determines the broad outline of the objective.

Municipal Political Groups

The contributions made by the Municipal Political Groups, through interviews, questionnaires and work meetings.

Supramunicipal documents

The context provided by the Spanish and Catalan Urban Agendas, as well as the 2030 Agenda.

Diagnosis and trends.

Diagnosis of the current situation of Terrassa and forecasts of future trends, contextualized in global situations and trends.

Inquiries.

Consultations carried out with entities that are part of the city’s socioeconomic agents.

Citizen participation.

The contributions made by entities and citizens, within the participatory processes carried out.

Strategic reflection.

The context provided by the Spanish and Catalan Urban Agendas, as well as the 2030 Agenda.

Municipal strategic planning.

Strategic planning, in force and/or in preparation or under review, in areas such as environment, economic promotion, urban planning, mobility, accessibility, innovation, social and solidarity economy, housing, senior citizens, youth, Anella Verda, audiovisual, cultural heritage, waste, sustainable energy, air quality, noise, sport, intersectionality, occupation, projection, tourism…

The different contributions are not expressly identified according to their origin, but are incorporated into an overall narrative that includes nuances and diverse, albeit coherent, points of view, with the aim of achieving a strategic foundation that can:

Generate complicities, spaces for public-private cooperation and citizen participation and involvement.

To guarantee maximum viability and stability in the medium/long term.
